Public engagement with climate and net zero policies

People are concerned about climate change and expect government action, yet policymakers often underestimate public support for climate policies. This perception gap can limit progress. Effective climate policies must be informed by people’s everyday experiences and priorities, and integrated into areas such as homes, transport, food and consumption to deliver tangible benefits alongside emissions reductions. In this report, we review public attitudes towards climate change and net zero, explore recent developments in public engagement with policymaking, and set out priorities for PACT’s future research agenda to help accelerate future action.
